[http://inasafe.org InaSAFE] is a tool for determining the impact of hazards based on certain scenarios.

It is currently developed as a [http://qgis.org qGIS] plugin, but the core GIS aspects are a separate Python library, so it shouldn't be too hard to integrate into Sahana:
