Currently files in [DeveloperGuidelines/PrePopulate PrePopulate] tasks.cfg need to be local to the machine.

The downside of this is that to include sample data, we have to add to trunk, which means that it weill bloat quickly.

We should be able to specify files as http://.../filename.csv to allow sample data to be retrieved from the Internet as-needed.
