This is what is used by !OpenStreetMap (both Mapnik & Osmarender) for a base layer:

We could look at a deeper integration (like for Shapefiles) so that .osm files are uploaded & tiles rendered (by Mapnik &/or Osmarender).[[BR]]
Hence this would be a way of doing offline GIS.
