Provide caching using [http://tilecache.org TileCache] as a WSGI app.

This can provide offline caching of [wiki:BluePrintGISTMSLayers WMS layers] & also be used to serve up [wiki:BluePrintGISTMSLayers offline OpenStreetMap layers].
