    5  * Scrape Wikipedia (e.g. http://en.wikipedia.org/wiki/Union_councils_of_Pakistan) for Union Councils. Add them to [https://spreadsheets.google.com/ccc?key=te-eHk9IPbgPbT-HQ3ZmNFQ&hl=en_GB&authkey=CL_SpSQ#gid=0 this Spreadsheet]. Place them in the correct Tehsil (or District if that's all that is available) & add a Lat/Lon, if-available. Putting any villages which you know are in a specific Union Council would be even better.
