Issues:

• Map not showing locations until gis.update_location_tree() run manually via CLI

• Importer no longer having errors appear in 1st rows

• Need to explain delay in Lx getting populated via gis.update_location_tree()

    • needs parenting to L3s via ​http://www.health.ny.gov/statistics/cancer/registry/appendix/neighborhoods.htm
