A high-level event like a 'Disaster' - e.g. "Indian Ocean Tsunami 2004"
Incidents
The level at which a single Incident Commander manages an operation.
Incident Reports
A report of an Incident, which may be unverified. There may be several Incident Reports about a single Incident.
