Module for Management of Dead Bodies and Victim Identification (DVI)

Identification

Deployment Policy

Recommended Deployment Policy:

  1. Sahana Foundation hosts a separate instance for that (e.g. dvi.sahanafoundation.org) with only secured access (SSL). This can be done immediately (2-4 hours until operative).
  2. This instance has enabled only the person registry, the missing person registry and the DVI module (no interfering modules).
  3. This instance gets then used to
    • collect photographs and identification-relevant information from dead bodies
    • collect tracking/tracing data about the bodies
    • collect the same data on missing persons (fetching from Google PF)
    • watching of pre-selected photos by relatives or authorised staff
    • manage recovery and DVI-related operations
  4. The instance is completely closed for public access, only supervised access is possible. That is - additional missing person data are collected through interviews and get entered only by staff or volunteers. Viewing of photos happens in supervised areas and is restricted to relatives of missing persons, all others and especially the media staff are strictly kept out. The areas shall be operated by either governmental agencies (e.g., police forces) or trusted NGO's (e.g. Red Cross), in any case supervised by the local public prosecutor or a similar instance.
  5. The data will be ready for re-use by professional DVI teams on authorisation of the local public prosecutor or a similar instance.
  6. Sahana Foundation will hand over all of the data to the local public prosecutor or a similar instance, and secure delete any copies/backups on their servers as soon as the prosecutor's office is operative again. We're happy to assist in the deployment of a SahanaPy instance under their authority.
  7. The Sahana team has at no time access to the data except the server administrators while serving the operation. Any operation on the data is subject to discretion, and requires all participating Sahana community members to identify themselves at the responsible agency.
  8. In case, there is a Haiti governmental instance or trusted NGO in the position to deploy a SahanaPy DVI instance on their own infrastructure from the beginning, then Sahana Foundation support rather this - and will provide any assistance needed for it.

Get Access Permission

This module is not meant for public use, but for SAR/DVI teams. Hence, you need to get access permissions assigned by the system administrator (contact information on the ​front page) to be able to use this module.

Report a Body Find

If you want to report a find of dead bodies, click on "Body Find" in the menu bar, or go to:

  1. Enter date/time and location where the bodies were found. Choose a reference location from the locations list and/or describe location details (e.g. GPS coordinates) in the field below.
  2. Specify the number of bodies found and describe in brief the conditions at the place of find (e.g. trapped under debris, etc.)
  3. Press "Save".

Update a Find Report

If you want to update a find report, choose "List Reports" from the "Body Find" menu in the menu bar, or go to:

  1. Choose the report by clicking on the report ID
  2. This opens an update form, so you can update the report
  3. Press "Save".

Register Body (Recovery Report)

If you want to report the recovery of a dead body, click on "Body Recovery" in the menu bar, or go to:

  1. Enter the ID tag number or body bag number into the field ID Label (Use a barcode reader, if available)
  2. You may select the corresponding find report from the list (optional)
  3. Enter date/time and the location from where the body has been recovered
  4. Specify details of the recovery in the field below (e.g. GPS coordinates, possible ID-relevant information)
  5. Check the options below to indicate the overall condition of the body
  6. Specify age group and gender by the select fields below
  7. Press "Save".

Update Recovery Report

  1. Enter the ID tag number or body bag number into the search field and press "Search"
  2. Select the correct record from the search results
  3. This directs you to the recovery report, so you can edit it
  4. Press "Save"

Trace a Body

  1. Enter the ID tag number or body bag number into the search field and press "Search"
  2. Select the correct record from the search results (this directs you to the recovery report, which you may update)
  3. Select "Tracing" from the menu "Body: ", or go to:
  • See the list of locations the body has been registered to
  • Add a new entry using the form under the list as follows:
    1. Observer: person accepting the body at the location
    2. Reporter: person reporting the body admission (i.e. you or your responsible team leader)
    3. Location: select your location from list
    4. Specify location details (e.g. place code, shelf/box number, GPS coordinates)
    5. Enter date/time of arrival
    6. Choose a presence condition (see table below)
    7. Press "Save".

Presence Conditions:

Check-Inarriving at this location for storage
Check-Outreleased (e.g. to relatives) from this location after storage
Reconfirmationre-confirmation of storage at this location (on request)
Foundonly temporarily at this location, accidentally found

Effects Inventory

  1. Enter the ID tag number or body bag number into the search field and press "Search"
  2. Select the correct record from the search results (this directs you to the recovery report, which you may update)
  3. Select "Effects Inventory" from the menu "Body: ", or go to:
  1. Fill in/update the form and "Save".

Upload Photos

  1. Enter the ID tag number or body bag number into the search field and press "Search"
  2. Select the correct record from the search results (this directs you to the recovery report, which you may update)
  3. Select "Images" from the menu "Body: ", or go to:
  1. Fill in the form under the list and "Save", or:
  2. see any image by clicking on the ID in the list

Physical Description

  1. Enter the ID tag number or body bag number into the search field and press "Search"
  2. Select the correct record from the search results (this directs you to the recovery report, which you may update)
  3. Select an item from the menu "Physical Description" and enter/update your data 4- Press "Save".

Checklist of Operations

  1. Enter the ID tag number or body bag number into the search field and press "Search"
  2. Select the correct record from the search results (this directs you to the recovery report, which you may update)
  3. Select "Checklist" from the menu "Identification" and enter/update your data
  4. Click "Save" to save.

Identification Report

  1. Enter the ID tag number or body bag number into the search field and press "Search"
  2. Select the correct record from the search results (this directs you to the recovery report, which you may update)
  3. Select "Report" from the menu "Identification" and enter/update your data
  4. Click "Save" to save.

NOTE: to establish an identity, the respective person has to be registered in the person registry. This can be done using the "Add Person" link to the right of the select field, or using this link:

Person data (e.g. of missing persons) can be submitted/fetched from other sources using PFIF.
